Conceptual understanding always comes first - go slow to go fast later. Mastery cannot happen in a day - it's about at bats, but not drill and kill practice. I teach the math first, and the student second - which simply means, background knowledge matters, but when background knowledge is the same it doesn't matter if you are trying to learn Algebra as a 9th grade algebra student or a 65-year old retiree.
