Whether that be programmatically, visually, mathematically, formulaically, etc, it is necessary that each students gets lessons tailored to them so that they can best understand the material. I teach anywhere from beginner (elementary/middle school) to college-level programming. My typical lesson plans will involve incremental improvements to code that the student will write, understanding the ins and outs of how each line works.
